- 1 ½ lbs ground beef
- ½ tsp garlic powder
- ½ tsp onion powder
- Salt and pepper to taste
- 2 cups milk, divided
- ¼ cup all-purpose flour
- 4–5 medium russet potatoes, thinly sliced
- 1 medium onion, thinly sliced
- 1 cup shredded cheddar cheese

Prepare the Ground Beef:
- Preheat the oven to 375°F (190°C).
- In a large skillet, cook the ground beef over medium heat, breaking it up as it cooks. Season with garlic powder, onion powder, salt, and pepper. Once browned and fully cooked, drain excess fat and set the beef aside.

Make the Sauce:
- In the same skillet, add 1 ½ cups of milk and the flour, whisking continuously to prevent lumps.
- Cook over medium heat until the mixture thickens to a creamy consistency, about 3-5 minutes.
- Once thickened, remove from heat and stir in the remaining ½ cup of milk to smooth out the sauce.

Assemble the Bake:
- Grease a 9×13-inch baking dish. Layer the thinly sliced potatoes and onions at the bottom of the dish.
- Spread the cooked ground beef evenly over the top of the potatoes.
- Pour the creamy sauce over the beef and potatoes, ensuring everything is evenly coated.

Bake:
- Cover the baking dish with foil and bake in the preheated oven for 40 minutes.
- After 40 minutes, remove the foil and sprinkle shredded cheddar cheese on top.
- Return the dish to the oven and bake uncovered for an additional 15 minutes, or until the cheese is melted and bubbly, and the potatoes are tender.
